汉斯·乌尔里希·斯塔普斯是一位德国作曲家、音乐教授和专业竖笛演奏家。斯塔普斯出生于多特蒙德，1940年至1975年在维也纳音乐学院担任教授。他是一位多产的竖笛作品作曲家，在30年的时间里为该乐器创作了20多首作品。这些作品中有许多是为2到6支竖笛组成的竖笛合奏队创作的，有时还有钢琴、拨弦古钢琴或吉他伴奏。他还写歌、将古典作品改编为竖笛曲，并著有关于竖笛演奏者的教学书籍等。
